For the first time since mid-August, mobile castrations have been taking place in villages that have no access to a small vet and often do not know what they can do. Since the state pays for 700 street dog treatments per region - a drop in a bucket in view of the many thousands of stray animals - we in the Gjakova region have taken the second step towards sustainable prevention, namely to motivate private dog owners to castrate their animals - and also to chip and register owners in two places - to create models for the veterinary office. DVM Arber Taraku has been commissioned directly by Prime Minister Ramush Haradinaj to oversee the state CNVR program. He does it with a critical eye and has already made several stops, such as the payment of veterinarians who claim to have castrated 480 street dogs within 40 days - well understood large veterinarians who have never castrated dogs before, such as a vet in Peja. The scams are in full swing, but the names are well known. In Prishtina, the team leader was forbidden to continue castrating dogs - because he has simply replaced ear tags of castrated dogs with other vets. The state of Kosovo is not to be envied. Fulfilling this task involves an incredible number of problems that need to be solved under the guidance of DVM Taraku. His team also includes Elza Ramadani (Prishtina) and Alisa Hasani (Prizren), both from the newly founded Kosovo Animal Rights Foundation. They draw attention to grievances almost daily, such as dirty boxes in which the castrated dogs are kept, lactating mother dogs, separated from the puppies, who are castrated, etc. The misery has no end and it is a joint struggle that we are waging to observe the state treatment of street dogs and to intervene with our partners.
Shaban Shabani, Mayor of Dragash, invited our vet for advice in June 2018 through JCI Prizren (Junior Chamber International). The small community on the Albanian border is suffering from too many street dogs - and the number is growing. They should not be killed. DVM Blendi Bejdoni correctly referred to the state program.
But the mayor's contact with the responsible team leader in Prizren, Fidan Krasniqi, resulted in a laconic answer: For now, they would only be allowed to castrate 700 stray dogs and would have no time to travel to Dragash in the next 6 months. So our team agreed to castrate at KoSaw's mobile clinic - at that moment, the veterinary office itself decided to act and found the practice of two large veterinarians to be sufficient for castrations. The building is almost complete. There is still a lack of funds for the outdoor area of dog crates and outdoor enclosures. In the meantime, we would like to thank the ASMI NARDO Foundation for their very generous contribution and the Board of Trustees Markus Nussbaumer. “Bernhard's Animals First and Only” financed the dog stable for the sanctuary area, Bernard Leemann and Annette Leemann made it possible for us to build a guard house - without that, unfortunately, it won't work in Kosovo. As can be seen in the pictures, construction has been making progress since the last report, but there is still a lack of fences everywhere, which are not cheap in Kosovo. The outer fence alone costs 18,000 euros.
We still urgently need financial resources to furnish the individual enclosures and outdoor space of the individual boxes. We would be very pleased if someone could decide to make a donation for the new sanctuary in Gjakova.
The rights of animals should also be respected in Kosovo - we have the Animal Rights Foundation Fondacioni për të Drejtat e Kafshëve initiates and are confident that their existence alone can change the country. We have been supporting the association ProqenAlbania.org in Shkodra for almost 3 years. 900 dogs have been and will be treated there until the end of 2018. We have recently reached another milestone: a contract with the city of Shkodra. During”Animals Need Me“ Castrates and castrates the animals on the street for a short time DVM Rubin Piranaj the street dogs and - if asked - also private dogs of penniless owners. Pro Qen Albania with Mag. phil. I Erza Cermjani checks the work for us and prepares the statements. The first 170 treatments are paid for up to 20 euros by the city, which is committed to a “no-kill” strategy for dealing with street dogs - in complete contrast to the city of Tirana, which has approved 5,000 street dogs to kill!
The reproduction comes from uncastrated street and domestic dogs: 42 euros per treatment must be paid. That's not much, but it's impossible to do without donations.
Information for the population must be improved. The city has promised information campaigns.
In both KOSOVO and ALBANIA, there are ongoing emergencies that we do not know here. Car accidents, skin diseases and violence against animals. The treatment of these dogs is complex.
Dogs that stay with us or our partners for longer than 3-5 days will no longer be returned to the streets. That is why more sanctuaries are needed - also in Shkodra! And donations are needed for the special treatments!
Without this commitment by the “Animals Need Me” helpers in Shkodra, such sick dogs would perish miserably and also infect other dogs. The population is disgusted by such sick dogs and kicks them or kills them, which is why they are rescued by Pro Qen Albania. The young male DIESEL is now completely cured and adopted by Austrians. RED, an older male dog, is allowed to stay in the improvised animal friends' sanctuary (building site) in Shkodra.

And that's the story of HOPE from Shkodra - DVM Rubin Piranaj had to work 2 hours to remove the tip of the knife from the skull. HOPE had 1000 angels that she was found and suffered no brain injuries. The perpetrator was identified by means of witnesses and the police were informed. There are no penalties for mistreating animals in Albania. But the policeman took the perpetrator to the outskirts of town and then assured our partners' helpers that he would never do anything to an animal again. Yet he is under the surveillance of our friends!
Together with artist Anna Fleischhauer from Prizren and filmmaker Isuf Bytyçi, we created another short film for Facebook and TV. In a few words, it is said in Albanian and soon also in Serbian that CNVR, registration and chipping, can decimate the dog population on the roads. It is also pointed out that “animal shelters” are currently not to be built because they invite you to dispose of the dogs there - the terrible private animal shelter in Graçanica shows how it works out. Superficially, the puppies are conceived, in fact the place is contaminated, many die of parvovirus, and if the leader has too many dogs, he offends those who are not adopted. We called for the closure, but activists in Pristina appreciate being able to drop off the puppies they found there — out of sight out of mind.
Neither preventive work with private dog owners nor the support of educational films - such as those by Anna Fleischhauer - nor the transfer of know-how about animal ethics and legal issues are self-financing. Your donations regularly help treat suffering dogs, even privately kept animals are often in terrible condition - short chains or stray for life - there is no end to the reproduction as well as the throwing away or killing of puppies and traffic victims in the South-West would die slowly suffering without us, as would sick abandoned dogs. The ultimate aim of our work in both Kosovo and Albania is structural changes — including in the perception of dogs. We are also looking for earmarked donations for this purpose. The country's first small animal clinic will pay attention to the animal welfare of dogs and Steer cats, which is why completing the building is so important to us. The new sanctuary can accommodate up to 40 dogs at a time - there are already 44 dogs in Nagavc! Kosovo's pets need our private development aid, because there is nothing else besides adoption programs from foreign organizations. We are trying to structurally change something for ALL dogs and with KoSaw for cats! And that is why we have also concluded an agreement with the vet Zenel Zhabari, according to which he castrates private dogs in VUSHTRII. For its part, the city will provide information and try to ban the “disposal” of dogs on the street - a long project that also deserves your support.Budget Albania: In Shkodra, we have 500 street dogs - 330 in full with 42 euros/dog (total 13,860 euros) and 170 with a partial payment - together with the city - of 20 euros/dog (3,400 euros) later this year (2018!) to treat.
